The recruitment, interview, and selection processes are important components to successful hiring. They ensure that the staff hired has the appropriate skills and job competencies for excellent job performance. In addition, these processes are instrumental in ensuring that UC San Diego Health System's Power of Excellence program is utilized in the overall selection.
The Recruitment Team at UC San Diego Health System works closely with each hiring manager throughout the hiring process to find the best candidate for each job. Each member of the Recruitment Team is highly trained in all areas of recruitment and the hiring process for both external and internal new hires; in addition, each member is committed to hiring staff which exemplify UC San Diego's Health System's Power of Excellence program.
Notification was sent on June 4, 2012, to all the bargaining units concerning two changes to the Health Systems practices. Below is the first notification:
At UC San Diego Health System, employees who have been laid off and opted for recall/preferential rehire rights have thirteen (13) days to apply and exercise their recall/preferential rehire rights for a position from the first day the position is posted. The practice for Campus Human Resources has been to allow laid off employees who had recall/preferential rehire rights three (3) days to apply for a position. This practice included employees in the Health Sciences Vice Chancellor area. In February 2012, Campus Human Resources released their recruitment responsibilities for Health Sciences to the Health System Human Resources. During a review of recruitment policies and practices, it was decided that a change was needed to establish a consistency across the organization. In response, UC San Diego Health System is notifying --- that beginning on July 19, 2012, all laid off employees in Health Sciences and Health System who are exercising recall/preferential rehire rights will have three (3) days from the first day the position is posted to apply and to notify UC San Diego Health Sciences Human Resources to exercise recall/preferential rehire rights.
Beginning on August 1, 2012, preferential rehire candidates who are policy covered (99) or covered by CUE and AFSCME will have three (3) days to notify Human Resources that he/she is exercising preferential rehire rights for a position.
Any preferential rehire candidates who are represented by CNA or UPTE will continue to have 13 days to respond to Human Resources to exercising preferential rehire rights.
This email is to notify --- that effective July 19, 2012 UC San Diego Health Sciences Human Resources will begin a new recruitment practice. Qualified internal candidates will receive priority consideration for referral to the hiring department for all positions. Qualified internal candidates will be referred to the hiring department five (5) business days after the initial posting of the recruitment. The recruitment will close without consideration of external candidates if an internal candidate is selected for the position. If none of the internal candidates are selected, the hiring department will then consider external candidates.
Beginning on August 1, 2012, qualified internal candidates will be referred to the department five (5) business days after the initial posting of the recruitment. The department will be able to interview internal candidates before external candidates and can hire an internal candidate without having to interview external candidates.
The purpose of this change in practice is to shorten the recruitment process and to promote internally as much as possible. UC San Diego Health System has a tremendous amount of internal talent. Promoting or laterally moving our employees is beneficial to the organization and to the employee. The employee has a change to expand his/her knowledge and share his/her knowledge with other departments. This practice will also raise the productivity and engagement of the whole workforce.
Again UPTE challenged this notification so it will also be bargained. Therefore, recruitments with UPTE represented positions will not be part of this new practice unless the bargaining is successful.
