Associate Chief Medical Officer of Inpatient Operations
Phil Factor, DO, is associate chief medical officer of inpatient operations at UC San Diego Health. He is responsible for coordinating key hospital-based services, including critical care, hospitalist, palliative care and infectious disease services, as well as inpatient flow and capacity.
At UC San Diego Health, Dr. Factor has served as chair of the Utilization Committee and as a physician advisor. In this role, he reformatted use of hospitalization status to better align UC San Diego Health with Medicare and to permit reliable billing for observation services. He also structured a hospital-wide, multi-pronged length of stay initiative, reshaped the Hospital Utilization Committee and fostered a physician education program for critical care billing.
Prior to joining UC San Diego Health in 2018, Dr. Factor held faculty positions at the University of Chicago, the University of Illinois, Northwestern University, Columbia University, Einstein College of Medicine of Yeshiva University, and the University of Arizona. At these institutions he held leadership positions such as ICU director, division head, vice chair of medicine, and chief of staff. His hospital operations roles have included committee chair or program director in critical care, bioethics, quality, peer review, readmissions reduction, code blue, and faculty retention.
Dr. Factor completed fellowships at the University of Chicago and the pulmonary branch of the National Heart, Lung and Blood Institute at the NIH, served as chief resident and resident in internal medicine at Michael Reese Hospital in Chicago, and earned his DO degree from the Chicago College of Osteopathic Medicine. He also completed a Master of Healthcare Leadership degree from Brown University and the Intermountain Health Quality and Safety Program.
He holds current board certifications in internal medicine, pulmonary disease, critical care, hospice and palliative care, neurocritical care, anticoagulation medicine, and health care quality.
Dr. Factor is a member of the American Thoracic Society, the American College of Chest Physicians, the Society of Critical Care Medicine, the American Society for Bioethics and Humanities, and the American College of Physician Advisors. In addition, he is a reviewer for 24 international journals and has been a study section member on many grant review panels for the NIH and the American Lung Association.
